The Global Legal Entity Identifier Foundation (GLEIF) has appointed eMudhra Limited as a Validation Agent of Legal Entity Identifier India Limited (LEIL), expanding access to Legal Entity Identifiers (LEIs) through eMudhra’s existing digital identity and onboarding ecosystem.
Under the arrangement, eMudhra will integrate LEI application and renewal services into its established identity verification and onboarding processes. This is expected to provide organisations with a more streamlined route to obtaining and maintaining LEIs, reducing the need for separate verification processes across different services.
LEIL, a GLEIF-accredited LEI Issuer and wholly owned subsidiary of the Clearing Corporation of India Limited (CCIL), will continue to manage the issuance and maintenance of LEI records in line with Global LEI System requirements. LEIL is currently the only LEI Issuer recognised by the Reserve Bank of India (RBI) in India under the Payment and Settlement Systems Act.
The appointment comes as India records strong growth in LEI adoption. India became the jurisdiction with the largest number of active LEIs in January 2026 and recorded the highest LEI growth rate among jurisdictions during the second quarter of the year.
The RBI has also strengthened the role of LEIs within India’s financial infrastructure. In March 2026, the central bank issued a master direction consolidating existing LEI requirements for specified transactions involving government securities, money market instruments, foreign exchange instruments and derivatives. Participants covered by the direction are required to obtain and maintain a valid LEI.
The development also aligns with the broader push towards standardised organisational identification in cross-border financial processes. The Financial Action Task Force (FATF) revised Recommendation 16 in June 2025, establishing standardised information requirements for certain cross-border payments and recognising the LEI as an identifier that can be used for legal persons. Jurisdictions are expected to implement the revised requirements by the end of 2030.
